chore: update Biome to the latest #30

This PR updates Biome to the latest version. Plus, it does the following:

update the format command to run the check only. The command check runs all tools (linting, formatting and import sorting).
Remove node_modules from the ignored paths. node_modules is already ignored by Biome itself.
It adds an override to format package.json files like npm does.
